No one paid the two men much attention as they approached the bank. It was around three in the afternoon in a small French town and customers had been coming and going to the cash machine all day. If anyone spared the two a thought, they would probably have assumed they were - just like anyone else - about to withdraw some money. But then, as the men huddled together around the ATM - incidentally making it difficult for passers-by to see what they were doing - one of them opened his jacket and pulled out a rectangular steel panel. He swiftly pressed it into place over the cash machine’s keyboard (that it fitted perfectly was no accident), and then they walked away. A few moments later another customer approached the machine, slid his bank card into the slot as usual, entered his account details via the keyboard and withdrew some cash; as did several other people over the next few hours. What none of them realised, of course, was that the keypad they were using was actually a fake, which while it allowed them to take money from their accounts as normal, also recorded their PIN numbers. It was not until later that evening that a customer noticed something was wrong. One of the two men, who had been watching from a safe distance, came up quickly and offered to help. But the customer left to phone the police. As soon as his back was turned, the two men moved in to dismantled the fake keyboard as rapidly as they has installed it and then left once more. As it turned out, the two men involved in this particular episode had not been as unobserved as they thought, because a hidden CCTV surveillance camera was recording their every move. When examined by the police later on, the footage would be added to a pile of evidence they were accumulating to prosecute a group of people involved in the systematic and industrial scale theft of PIN numbers and bank account details - details that were being used to clone fake bank cards and strip accounts of millions of Euros. What came as no surprise to the police was that the two men were from Eastern Europe. These days many of their suspects are. Though this was just one small incident, it was actually part of a much wider trend of organised crime emanating from gangs in Romania, Georgia, Ukraine, Russia and elsewhere, which over the last decade has been giving law enforcement an increasingly serious headache. These new mafias have their fingerprints on all sorts of criminal activity - from bank card fraud, robberies and extortion to prostitution, arms dealing and money laundering - with most of the proceeds destined for the crime bosses back east. The problem for police in countries such as France, Germany and the UK is that while they might be able to catch and put away some of the gangs' small -time foot soldiers, it is much more difficult to go after the powerful godfathers in Moscow or Kiev or Tbilisi. So what is behind this spread of mafia-style criminal activity from East to West? Who are the bosses and godfathers pulling the strings? And how exactly do they operate? French filmmakers Jerome Pierrat and Barbara Conforti went behind the scenes to find out. They meet police and investigators, gangsters and crime bosses in Georgia, Romania, and the Ukraine, including some of the infamous vory v’zakone’ (which translates to: 'thieves in law’) - a loose association of organised criminals that originated in the gulags or labour camps of the Soviet era. In Georgia they hear how the authorities, increasingly alarmed at the power and influence of the vory in everyday life, managed to take them on and force them out. One of the reasons why Eastern European crime has spread to the West is because of increasingly difficult operating conditions at home. In Craiova, Romania, where the local mafia has made good use of the skills of the country’s unemployed IT technicians to develop sophisticated methods for cloning bank cards, they meet the gang lord who fell out with his fellow godfathers when he killed one of them during a poker game. The cough syrup, often of the brand BronCleer, is imported illegally from South Africa, and is sold on every street corner, in bars, school yards and on busses for as little as $3 a bottle. We meet current and former users, as well as the NGOs pushing the government to open up rehabs, to find out why cough syrup has become the drug of choice for so many young Zimbabweans. The Sinaloa drug cartel is the largest cartel in the world, and it’s estimated to rake in $3 billion a year. VICE News visited Mexico’s Golden Triangle, the stronghold of the Sinaloa cartel, just days before the extradition of drug lord El Chapo. A decade ago, Mexico declared war on the country’s drug cartels, deploying the military to dismantle them. That means destroying their drug crops. “They do the destruction by hand and also with fumigation with air force planes,” Cmdr. Cesar Augusto Bonilla told VICE News in the “Golden Triangle,” which is notorious for its marijuana and poppy production. “They collect everything that’s been destroyed, and continue to incinerate it.” These types of raids are supposed to cut into the cartel’s profits, just as the arrest of kingpins like El Chapo are supposed to cripple trafficking networks by removing their top commanders. An Ex-Con's Journey Back to Prison: Revolving Doors

Fifteen years after he left prison, Jason Bobbitt found himself headed back. The father of five tried to find honest work once he got out, but couldn’t—getting nabbed on the exact same cocaine charges that first landed him behind bars. Now, in his 40s, he was facing up to ten years away from his home, his wife, and his kids, and there was nothing he could do about it. In ‘Revolving Doors,’ filmmaker James Burns spent two years following Bobbitt and his family as the ex-convict prepared to head back to prison. The documentary chronicles how losing their father to jail for a second time devastated Bobbitt’s family, and—even after getting out on parole 18 months later—it was too late for most of the damage to be undone. The film is a portrait of American recidivism, told through the unique lens of a filmmaker who also served time in prison and struggled with the effects of incarceration. Direct Action Everywhere (DxE) is an animal liberation group that is notorious for its large-scale actions which sometimes involve illegal tactics such as civil disobedience and trespassing. DxE sees their actions as essential to forwarding their cause of exposing injustices in the Animal Agriculture System. However, some of DxE’s opponents, especially those who have been directly targeted by DxE, have labeled them as actual terrorists after their aggressive occupations and protests. VICE documents as DxE embark on their largest actions to date: occupying an egg farm in Petaluma, CA and removing chickens from the property. VICE also speaks with the co-owner of the egg farm who claims that DxE’s actions are not only illegal, but detrimental to the possibility of a constructive dialogue between Animal Rights Activists and members of the Animal Agriculture Industry. The Guantanamo Bay detention center in Cuba didn’t just take its toll on inmates. Their guards suffered as well. U.S. military personnel assigned to the Guantanamo Bay detention center suffer from high rates of post-traumatic stress disorder, according to exclusive interviews and documents obtained by VICE News. "I had nightmares where they would somehow get ahold of me and grab my hair and slam my face off a steel door," U.S. Navy veteran Nichole York told VICE News correspondent Jason Leopold.​ York and fellow U.S. Navy veteran Andrew Turner describe being left in the dark about their mission prior to deployment, working 12-hour days, living in fear and isolation, and finally being diagnosed with PTSD. Turner said he came forward in part so other service members assigned to Guantanamo would know they aren't alone. "I don't want them to be afraid." Six years after leaving Guantanamo Bay, York says she's still afraid of the detainees she was assigned to care for. "My fear is them finding me." The emergence of drug cartels working together with paramilitary groups has been a rising threat for countries in the Western hemisphere. One of the most effective responses has been Fuerzas Comando, an inter-military and special ops exercise attended by forces from across North, Central, and South America. The goals of the event are to promote inter-military relationships, increase interoperability, and improve regional security. This year, military forces from 17 countries, ranging from Belize to the United States, came together for the exercises at one of Colombia's biggest military bases, Fort Tolemaida. While each country has their own set of security threats, they all share the need to boost and innovate their military capabilities. In this episode of War Games, VICE News travels to Colombia to attend Fuerzas Comando, and see how these countries are working together to learn how to better combat threats within and beyond their borders. MS-13 has long been known as one of the deadliest street gangs in the world, but under the Trump administration, the fight against this criminal network of mostly Salvadoran young men, many of whom are immigrants, has ramped up dramatically. MS-13 (or Mara Salvatrucha) wasn’t created in El Salvador; it was born in Los Angeles in the 1980s, founded by refugees from El Salvador’s civil war. In the 1980s, many of those gang members were deported back to El Salvador, where they quickly took advantage of the war-torn nation. Now, with the Trump administration vowing to eliminate the gang at all costs, VICE News gained rare access inside the MS-13 underworld in El Salvador as they are hunted by police and rival gangs. Members told VICE News that the rhetoric from the White House has struck a nerve and warned there will be deadly consequences to the crackdown. Malik Jalal says he's on a secret CIA kill list and has narrowly escaped death by drone four times. He is part of the North Waziristan Peace Committee (NWPC), which is based in a region of Pakistan that has seen more than 300 documented strikes, according to The Bureau of Investigative Journalism. Reprieve, the human rights organization representing Jalal, claims that Western intelligence agents believe the NWPC is providing a safe haven for the Taliban. Jalal says that the NWPC is attempting to secure peace in the region. VICE News meets Malik Jalal in Pakistan and London to find out about a legal action he is pursuing to get his name stripped from the kill list — and prevent further drone strikes in North Waziristan. Since the 2016 election, the notion of hacking has become inextricably intertwined with one country: Russia. But cyber crimes emanating from Russia and Russian speaking countries have been around for years, fueling attacks like a 2014 data breach of more than 500 million Yahoo! accounts and a scheme that stole 160 million credit cards from American corporations. "If someone wants to hack you, they're gonna be able to" former NSA hacker Patrick Wardle told VICE News. And if a Russian wants to hack you, they've certainly got the tools: A 2016 report by the Department of Homeland Security confirmed that 75 percent of all ransomware was created in Russia. The apparent lack of ethical consideration in the buildup of Russian information technology and cyber security is rooted in decades of technical education under Stalin, who launched polytechnic schools to train engineers for his military-industrial complex. Russia's cyber capabilities can now be used for just about everything, ranging from digital bank robberies to tampering with critical infrastructure. "This is the website of a big online store." Kostya, an anonymous Russian hacker who agreed to show VICE News how easy it is to steal digital data. "I can get into their configurations and download their client database." Spurred by the trillions of dollars online and in a generation raised on the web, hacking from Russia and around the world is flourishing.
